Important Medical License Eligibility Requirement for International Medical School Graduates

The Massachusetts Board of Registration in Medicine requires that international medical school graduates pass USMLE Steps 1 and 2 to enter a training program in Massachusetts. It is your responsibility to make sure you meet this license eligibility requirement.

Limited Licensure for
International Medical School Graduates

According to M.G.L.c.112, § 9, the Board may issue a limited license to an international medical graduate who, among other qualifications, holds a standard certificate granted after an examination by the Educational Commission for Foreign Medical Graduates (ECFMG). Effective July 1, 1997, the Board of Registration in Medicine will consider issuing initial limited licenses only to those international medical graduates who have obtained an ECFMG certificate by passing USMLE Steps 1 and 2. However, the Board will continue to consider issuing limited license renewals and change of program limited licenses to those individuals who obtain initial limited licensure in the Commonwealth prior to July 1, 1997.
